A Two-Story Surfliner Inn on Linden Avenue Designed to Expand Public Parking and Strengthen Downtown

The Surfliner Inn is a proposed 36-room boutique hotel planned for Linden Avenue in downtown Carpinteria. Designed as a two-story inn with coastal-inspired architecture, the project aims to modernize local lodging while preserving the small-town beach charm that defines the community.

Surfliner Inn Project Proposed for Carpinteria

The inn would include a ground-floor café, a publicly accessible rooftop deck, and a dedicated on-site innkeeper’s suite. With building heights aligned to surrounding structures—and lower than adjacent commercial and residential properties—the design seeks to fit naturally into the existing streetscape.

More information about the project and its review process is available through the City of Carpinteria.

Major Design Elements

The Surfliner Inn proposal includes:

  • 36 guest rooms, plus a suite for the on-site innkeeper
  • Two stories, consistent with downtown building heights
  • Ground-floor café open to guests and the public
  • Rooftop deck open to the public
  • 139 total parking spaces, representing a net gain of 26 spaces

The architectural style is described as airy, casual, and approachable. The design references Carpinteria’s historic rail stop while introducing updated coastal lodging along Linden Avenue.

By adding hotel rooms within walking distance of the beach and downtown shops, the project is intended to support local retailers and restaurants while welcoming visitors who want to experience Carpinteria’s relaxed coastal character.

Parking Improvements: Step One of the Project

A defining feature of the Surfliner Inn proposal is its parking-first construction approach.

Before any hotel construction begins, a new public parking lot will be built as Step One, ensuring that beach parking remains available throughout the development process.

Parking Details:

  • 93 new public parking spaces on the ocean side of the railroad tracks
  • A new public restroom included in the lot
  • 46 parking spaces remain at the rail stop, all open to the public
  • 139 total parking spaces upon completion
  • Net gain of 26 public spaces
  • 100% of new lot construction costs paid by the developer

All parking spaces will be open to the public. The new lot will be built on City-owned property on the ocean side of the railroad tracks at Linden Avenue, improving beach access while expanding overall parking inventory.

This phased plan ensures there will never be a time when beach parking is unavailable due to construction.

A Public-Private Partnership

The Surfliner Inn represents a collaborative partnership between private developers and the City of Carpinteria. The inn would be privately constructed on city-owned land under a lease agreement.

This structure enables the city to benefit financially through:

  • Transient Occupancy (bed) taxes
  • Revenue-sharing provisions within the lease

The project is projected to generate approximately $7 million annually in economic impact for Carpinteria. Increased overnight visitation is expected to support downtown merchants, restaurants, and service providers, strengthening the local economy year-round.

A Project Years in the Making

The Surfliner Inn has been under discussion for several years, evolving through community input and formal review milestones.

Project leaders emphasize their long-term commitment:

“We wish we could open The Surfliner Inn tomorrow. First proposed in 2018, The Surfliner has been discussed for years. Our team has been listening and adjusting. Now we are ready to go step-by-step through the official review process. Our goal is to earn public approval and construct a project that is great for Carpinteria.”

Surfliner Inn Project Timeline

2017 – The City of Carpinteria released a Request for Proposals (RFP) to develop an inn at its rail station property. The Surfliner Inn proposal was accepted.

2018 – The Surfliner Inn was formally proposed.

2022 – The results of a voter initiative affirmed the community’s wish for The Surfliner Inn proposal to undergo public review.

2023–2024 – Project planners finalized plans for submission before filing a formal application.

August 2024 – The City of Carpinteria deemed The Surfliner Inn project application complete.

December 2024 – The City of Carpinteria Architectural Review Board unanimously recommended approval of The Surfliner Inn with minor changes.

2025 Next Steps – The City has requested proposals to draft an Environmental Impact Report (EIR) for the project under the California Environmental Quality Act (CEQA).

The public will have the opportunity to comment as the EIR is scoped and drafted.

Estimated Timeline

If each review step proceeds on schedule, the Surfliner Inn could receive final approval in late 2025 or early 2026. After the Environmental Impact Report is finalized, the Planning Commission will conduct its review.

Project representatives note that the proposal has already been reviewed multiple times and determined to be consistent with applicable city codes and standards of development.

The Vision for Carpinteria

The overarching goal of The Surfliner Inn team is clear:

To showcase this project as one that belongs in Carpinteria and to earn approval to construct an inn that serves the community’s needs.

Supporters of the project believe that adding modern lodging along Linden Avenue—while expanding public parking and preserving beach access—can strengthen downtown’s economic vitality without altering its small-town scale.
